In a 1998 Plymouth Voyager, the dashboard ground is typically located behind the dashboard, near the instrument cluster or the main wiring harness. It is often connected to the vehicle's chassis to provide a reliable ground connection for electrical components. For specific access, you may need to remove the dashboard cover or other panels to reach the ground point. Always refer to a service manual for detailed guidance on locating and accessing electrical components.
The front wheel need to be off the ground.
Not with all four wheels on the ground. The front wheels need to be off the ground.
I had this same problem with my 96 Voyager. It ended up being the timing cover which is expensive if you have a shop do it but to do it your self saves you about $400!
Remove the door panel and check for power and ground at the motor connector. If you have both power and ground the motor has failed.
That should go somewhere to the frame as a frame ground.
To adjust the headlights on a 1997 Plymouth Voyager, park the vehicle on a level surface about 25 feet from a wall. Measure the height from the ground to the center of the headlight and mark this height on the wall with tape. Turn on the headlights and adjust the vertical aim by turning the adjustment screws located on the headlight assembly until the top of the light beam is aligned with the tape mark. For horizontal adjustment, ensure the beams are pointed straight ahead, adjusting as necessary.
Is there power and ground to the fan? If there is replace the fan. If not jump the relay. I would start with the most simple check and that would be the fuse.
To locate the ground in a 1999 Plymouth Voyager, you can typically find a grounding point by checking the vehicle's chassis or engine block. Common grounding locations include the negative battery terminal, a grounding strap attached to the engine or transmission, or a bolt on the vehicle's frame. Additionally, you can use a multimeter to test for continuity between the ground and various points to ensure a good connection. Always ensure the vehicle is turned off and safe to work on before attempting any electrical troubleshooting.

Most likely either a ground on the way to the pump or a pump that needs to be replaced. If the fuse blows immediately, it's probably a ground, as it would be unlikely for the pump to short completely. If it takes a while, you probably need a new fuel pump.
Bad ground? How do i check this? See if you are getting power to motor? How? Circuit breaker?
