The Haynes repair manual says it is under the instrument panel forward of the center console. However, they do not indicate or show any pictures as to how you get to it, what it looks like, or how to check if it is working properly. Any help on this would be great.
Update:
On most 94 GMC's the relay is in the engine compartment on the passenger side. It is a small gray or black box with 5 wires connected. The wires are orange (hot when key is on), red (test wire for fuel pump), black/white (ground), green (control from ECM), and grey (to fuel pump). Are you sure you need a new relay? One way to test is to use an OHM meter to check for resistance between the E and C connectors inside the relay. There should be very little resistance between these connectors.

The PCV valve on a 1994 Regal Custom should be located on top of the valve cover. It is a plug in type and is easily changed.
On a 1994 Chrysler LHS, the PCV (Positive Crankcase Ventilation) valve is typically located on the valve cover. You can find it on the driver’s side, near the rear of the engine. It may be attached by a grommet and connected to a hose that leads to the intake manifold. Make sure to check the engine bay for any specific diagram if needed.
The 1994 VW Jetta PCV valve is located on the outside of the air cleaner housing. You can find the valve on the back side of the housing.
