On a 1996 Plymouth Breeze, the fuel filter is located along the fuel line, typically mounted to the chassis or under the vehicle near the fuel tank. To change it, start by relieving the fuel system pressure, then disconnect the battery. Next, use appropriate tools to remove the old filter, ensuring you have a container ready to catch any fuel that may spill. Install the new filter in the same orientation as the old one, reconnect the fuel lines, and reattach the battery before starting the engine to check for leaks.

It is very near the oil pan.
On a 1996 Plymouth Breeze, the crankshaft sensor can be found above the oil filter. It should be accessible without having to remove any other parts.

No, its not inside, but it might as well be. It is located on above the fuel tank and you cannnot access it without dropping the tank. I just had to replace the fuel pump on my 1997 Breeze, which is how I located the filter. Time consuming, pain in the butt, and, in my humble opinion, a very poor design by Chrysler.
A couple of different things could cause hesitation in a 1999 Plymouth Breeze including bad spark plugs. There could also be an issue with the fuel filter.
Look under the vehicle along frame -- follow fuel lines from tank
