According to the Ford manual, it's behind the plastic trim in the passenger footwell behind a small plug removable with a coin. Another place it may be is in the boot; it was in there on my old Granada Cosworth.
In my fiesta 1.25 (2007) if you locate the fuse panel (behind the bit of kit where you keep all your rubbish in front of the passengers knees), you can get to it by opening aforementioned storage space and squeezing clips together and let drawer drop down towards you. With the fuse panel now visible. To the right (left of panel on UK model) of fuse panel is what appears to be old type relays. They are resets. I think the yellow one (on my Ukraine model/built in Germany). Press the reset once only and try to restart engine.

The fuel pump cut-off switch, also known as the inertia switch, on a 2003 Ford Fiesta is typically located in the trunk area, near the right side, behind the trim panel. It may be necessary to remove some interior panels to access it. The switch is designed to shut off the fuel pump in the event of an accident. If you suspect it's been activated, you can reset it by pressing the red button on the switch.
