In the fuel tank. ther pump is in the tank you should also replace the pigtail connector as the ground wire in the stock one is usually the cause for the factory pump burning out also, when you buy a new one, i recommend getting a "factory" pump from a dealer, the aftermarket ones are crap and dont last very long, i know this from experience, i replaced mine 3 times in 4 years before i was told by a friend to get the dealer pump, goin strong ever since.(5 years)

For a 1996 silverado, there is no fuse between the fuel pump relay and the fuel pump. There is 2 connectors, one just outside the tank and one inside the tank connecting to the fuel pump itself that could be your problem if the fuel pump is good.
