Under the driver's seat. Actually on '92-93 and I believe '90-91's as well the fuel pump relay is in the (IRCM) Integrated Relay Control Module that is located on the passeger strut tower in the engine compartment. It's a computer looking thing. There are 4 relays in there together and they are not replaceable. You have to get a whole new unit from Ford (about $120) or go to a junk yard and pull one.
