Could be bad petrol or maybe the fuel injectors need cleaning.
It could be a few things, most likely you need to change the fuel filter or the spark plugs. It can also be the quality of fuel you put in your car, the cheap stuff rots the tank and sends shards of rust through your engine.

i drive a 2000 Mazda Etude and does not have a fuel filter.
Not sure about the 1999, but on my 1997 V-10, the fuel filter is attached to the back of the fuel pump in the fuel tank. Same location on all late model gas engines.
