Not certain about the 91, but in the 89 they're in the fusebox. Open the glove compartment and look on the right hand side. The fusebox cover labels the location of the fuses. There are separate fuses for the left and right headlights.

The 1995 Chevrolet Camaro headlight fuse can be found in the fuse box. The headlight fuse will be in the first column, second from the bottom.
