If the horn on a 2002 Dodge Neon SE won't stop honking, it could be due to a stuck horn relay, a short circuit in the wiring, or a malfunctioning horn switch in the steering wheel. Moisture or corrosion can also affect the horn circuit, causing it to engage continuously. Inspecting the relay and wiring, as well as checking for any debris or damage to the horn switch, can help identify the issue. If needed, replacing the faulty component should resolve the problem.
