Under the dash on the driver's side. Fuses can be accessed from the underside of panel, but the flasher relay unit and other relays connect to the topside making them inaccessable. Flasher costs $13 - manual to tear down dash cost around $20 - trip to the dealer (as Ford suggests) - I don't want to know!
It is located behind the rear panel on the passenger side. You have to remove the entire panel to access it.

On a 2003 Ford Explorer : The fuel pump shut off switch ( inertia switch ) is located in the front passenger footwell , by the kick panel
I was looking at the 2003 Ford Explorer Sport Trac Owner Guide and it does not show an air filter for the cabin / passenger compartment , so I would say ( No )

The powertrain control module (PCM) is visible from the engine compartment. It passes through the firewall on the passenger side. The wiring is on the engine side of the firewall and the body of the PCM is inside the Explorer located behind the glove compartment.
The electronic engine control (EEC version V) computer should be in the right front passenger area behind the right foot kick panel on the 2003 Ford Explorer sport. The remote anti-theft personality module (RAP module) operates your keyless entry/anti-theft feature. I know on the 4 door it is in the jack compartment, is the 2 door not the same ?
