There is an accesws panel under the steering wheel and column. Remove that and then the four bolts for the cover that is directly under the steering whhel. ( you will need to remove the wood grain panels on both sides of the steering wheel. the turn signal flasher is located on the left side of the steering column and the hazzards are on the right. they are tucked up and away and diificult to see. If either the turn signal or the hazzards work, turn one of them on and listen for the tick. which ever one you're hunting for it will be located on its opposite side. They mirror each other

One blown bulb or fuse could cause this problem.
The turn signal flasher is located 2 inches above where the emergency brake cable attaches to the emergency brake assembly. You lower the fuse panel and then you will need to remove the plastic box just above the fuse panel to see the flasher.
You did not mention if it is a bulb problem or it will not flash. If it blinks faster on one side than the other, then you have a bad bulb. Check them and determine which is not working and replace it. If the indicator stays on steady, then you have a flasher problem. it will not flash
