Generally if your headlights don't work, and the headlamps are still good themselves, the "Headlamp dimmer switch" is the culprit. It is located under the dash, attached to the left side of the steering column. It has a rod coming from the combination switch going into it.
However, this switch only deals with the low/high beam headlights. If your marker lights are also not working then either the park/tail fuse is blown, and/or your headlamp switch is still faulty and needs to be replaced.
The Haynes manual has a wiring diagram for the entire circuit. I'd recommend picking it up.

The are adjustment screws next to the headlight housings. To adjust the headlights either loosen or tight the screws. This will either raise or lower the headlight unit.
When you start the computer you will have the hard disk test the computer to make sure it is working properly so when it is working the way it should, you should be looking at the part of the computer most useful to you (either the desktop when Windows is installed or the DOS prompt if MS DOS is installed)

I just had this same problem with my 1998 VW Jetta. My parking brake light came on one day, but only half illuminated. Shortly after my windshield wipers and headlights stopped working. My radio works but the fans don't work either. You probably have either a grounding issue, or insufficient current.
