Three things you want to look for: dirty/clogged ful filter; faulty spark plug; carburetor setting.

The way to drain gasoline from a Briggs and Stratton lawn mower is to take the oil cap off and drain the oil. From there, run a rubber hose into the drain and siphon the rest of the oil and gas out.
The kill-switdh wire is disconnected. loose. or broken. The kill-switch wire starts from the OFF position of the ignition switch and meets another wire that leads to GOUND to stop the engine.
There are two bolts holding it on to the block. You may have to remove some shrouds to get to it.

check your wiring harnes to your starter. make sure it is not connected backwards
