It sounds to me like your gas float in the tank has a crack in it and gas has leaked into the float, I had a problem with the same year and on mine the float was full and the gage always showed empty. I removed the assembly and manually moved the float so it should show a half tank and it did, moved it to full and it sowed full. Then I uncliped the float from the assembly and shook it and it was full of gas. If I remember right the float from a ford dealer was under ten dollars. Take the dog house out from the inside of the van and follow the spark plug wires to the head and the spark plug wires are connected to the spark plugs.

I'm not in expert, but it could be ( in winter time) that the car engine is still cold. But if its warm temperature outside, it could have something to do with the gas filter. Its probably blocking from the gas to get to where its supposed to go. It also could be your spark plugs, or wires from the spark plugs. You could check the spark plugs yourself. If the end of the spark plug is dark, like almost black, you need new spark plugs. If you look at the wire from the spark and its worn out, then replace them.
