The problem that I had with my 2001 Ranger rebuild was I had tail-lights and back up lights along with brake lights. No turn signals or hazard lights. More than likely, it is a bad turn signal control arm. There is also a relay box under the dash. My problem was that the relay had gotten wet and had rusted inside. Probably the Electronic Flasher. These ,when the fail,will allow the Signals and/or hazard lights to work intermittently. The flasher is the same for both the signals and hazards.

The only thing common to all those lights (but not to the center brake light) is the hazard switch. I'd check that next. On my 96 Century the hazards override the signals and brake lights meaning that the signals and brake lights must be wired into the hazard switch somehow.
