Brake Light Switch (Found Mounted Underneath Dash By Brake Pedal) Bulbs Or Sockets Are Bad (Use Test Light To Determine) Wiring Is Bad Connecting To Sockets. if the tail lights work but not brake lights then its most likely just a blown fuse or it could be the switch at the top of your brake pedal arm.

This usually means a bad or wrong bulb in the tail lights
The brake lights and the tail lights are separate circuits. Check the brake light fuse, then check the brake light bulbs, then check the brake light switch.
a crappy car. my 99 beetle has the same problem. brake light switch new, bulbs and fuses new. brake lights just work whenever the heck they want. this is one of the many reasons my car has a for sale sign in the window. good luck.
The most likely cause is a bad brake light switch (if none of the brake lights illuminate) but if its only one of the brake lights, try changing the bulb. Even if they still work as running or turn lights because they have a double filament and may still work partially, but not as brake lights.
