If both odometer and speedometer are not working I would blame the vehicle speed sensor. If just the odometer isn't working the gauge cluster assembly needs to be replaced with a reconditioned one.

You should check the guage.. It means that one of the gauges is out of the safe range.
It`s the body control mud it is located on inside firewall (brake pedal) If only those two gauges don't work, the cluster could be the problem. The cluster can cause a shut down in the communication system between the computers that will lead to a no start.

There is no fuse for the odometer. If it is mechanical and not working it most likely had a stripped or broken gear.
Remove the gauge and check the ground. Probably your issue. Jeeps are known for having "floater" gauges. If that doesnt work buy a new oil pressure gauge.
