You have a short to ground somewhere. Start at each lamp socket, then the wiring and look for problems.
Possible bad headlight switch. Also in checking shorts, don't forget the license plate light in addition to all marker lights. Dash lights normally go out when the tail light fuse blows as dash lights are fused from the tail light circut.

You have bad ground in the switch
Check the circuitry to the backup lights. The same fused circuit is probably used for both brake lights and backup lights. As you go past Reverse, the backup light probably is turned on briefly, causing the fuse to blow. It's just a thought, but I'd think it worth checking.
you have a wiring problem with either the dash lights, the headlight switch, the tail lights or the front clearance lights. If you've had an accident that has caused damage to any of those areas, check that first.

Mine does the same thing and I can't find a fuse for them. They say the switch in the roof gets wet and corrodes and that can be the problem. These van blow.
Bad bulbs Bad dimmer switch Believe it or not, you can blow the filaments for low or high beams only, without affecting the opposite. However since it is highly unlikely that you are going to blow the same filament in both lights at the same time, I would suggest that you check your dimmer switch.
