Should be a common circuit with parking/tailights
Remove the bulbs from the parking and tailights
Check sockets for corrosion/bare wires
Install fuse and replace bulbs one a time to see if problem is in the exterior of vehicle - if not same procedure under dash board
dash light and back light on my Montero sport went out and keeps blowing fuses. why

Try looking at your tail light socket if it is fried that will blow the fuse

install a test light in place of fuse and then check each tailight/parking light socket for bare or shorted wire - could be under vehicle in harness that runs to any of the light sockets--could also be under dash, I think dash lights are common to this circuit
On my Subaru Forester the instrument panel lamps are dimmed by turning a ring on the turn signal stalk.
There is a short somewhere in the circuit.
