are you sure it is the blinker? The reason I ask is I had a similar clicking noise coming from under the dash near the center console. Turns out that there is a switch under there that controls the vent door. On my 03 the switch was going bad and it would click almost identical to the blinker. The next time you hear the click try pushing the recycle air button on the a/c unit off and on several times. It worked for me. I must tell you though that my recycle air doesn't work now which leads me to believe that the switch eventually broke completely. Tweek

chances are your flasher for the blinkers OS bad,the flasher for the hazzards are usually on different circits for emergency situations.
The blinkers don't work because your car needs a new flasher relay.
The humming sound from the flasher on a 1996 Ford Explorer when the blinkers are off could be due to a failing flasher relay or a poor electrical connection, causing the relay to vibrate. When the blinkers are activated, the relay functions properly to create the blinking signal, which may eliminate the humming sound. Additionally, the load from the bulbs when the blinkers are on might dampen the vibrations that cause the hum. It's advisable to inspect the flasher relay and connections to resolve the issue.
