If the question is about NASCAR refueling, the answer is pretty simple: A large-diameter filler neck on the car and its fuel cell matches up to a large-diameter neck on the fuel cans, and the fuel cans are vented to allow for free and uninterrupted fuel flow.
Not much info to go on but, if it is a GM product I would suspect a fuel delivery problem, either a fuel pump going bad or a plugged up fuel filter.

Refuelling is banned only during the race. It is not banned during qualifying runs. The teams can fill up as much fuel as they want and as many time they want during the practice and qualifying runs.
This was originally my question. It ended up being the fuel pressure regulator.

If it starts back up after a few minutes, I would look at fuel supply. Start by replacing the fuel filter. You may end up haveing to replace the fuel pump. To start with, you will have to determine if it loses spark or fuel when it quits. With GM's track record with fuel pumps, I would suspect a faulty fuel pump.
