yep, it's the needle and seat. It's the part inside the carburetor that shuts off fuel flow when the carburetor bowl is full. The needle and seat makes up the shutoff valve that closes the fuel supply when the float rises in the fuel bowl. If it doesn't shut off, fuel floods out into the overflow which typically dumps into the air filter.
check and see if the old rubber gaskit is stuck on the oil filter housing

The filter is in a filter housing. Remove the plug in the bottom of the housing. The filter housing is then loosened using a specific wrench for that housing type.

Oil filter
The oil pressure sending unit is mounted to the oil filter housing on the back of the engine. If you look up from under the car at where the oil filter is there is a wire connector that attaches to a piece on the side of where you screw the filter on. That is the oil pressure sending unit.

Unclip the 5 metal clips on the top of the filter housing. Pull the filter housing straight up and take it out of the vehicle. The filter and housing must all be replaced.
