Wife's neon made a howling noise that increased with speed. Turned out to be a faulty hub / bearing assy. on the passenger side. Note that I had just replaced them both less than a year ago. Must have been a faulty part. No problem, though, because my local NAPA store replaced it free of charge under warranty!!
