The smoke you see may be moisture/steam. The heater core is probably leaking engine coolant. If the "smoke" has a sweet smell to it, it's engine coolant. More info about the vehicle such as model and year would help.

Because your jeep wrangler is over heating, you must have a sensor in the dash not working If that smoke is steam, the heater core is leaking and in need of replacement.
The heater may not be on - but the fan still blows air through the vents when they're open !
