you have a short circuit somewhere Take it to a qualified mechanic for a wiring diagnostic It sounds like you have a short more than likely under the rear. A bare wire/s is likely the cause which is common on vehicles after a period of time from corrosion. I would start with looking at the wiring back by the tail lights under the vehicle. On a 1999 GEO Tracker, a bad fuse can cause the headlights and dash lights to blink. A bad voltage regulator or alternator can also cause lights to blink and flicker.
You may have a burnt out bulb that is causing your tail lights and dash board lights to not come on in your 1992 Bonneville. It can also be a blown fuse that is causing your problem.
Blinking lights on dash and exterior lights may indicate a bad ground wire or a faulty headlight switch. Both would cause those problems.

If the fuse keeps blowing, there is a short somewhere. Since the dash and tail lights both go through the headlight switch, I would check the wires from the switch connection all the way to the tail lights, and the dash lights. IF it is the all the dash board lights it is probably a fuse, else if it only one light the switch on the is probably gone that lights up that light. There are no dash bulbs a they are LEDS so the chances of them blowing is slim
