If the light is not coming on when you turn on the ignition, check the bulb, it may be blown.

Either the bulb in the turn light is burned out or there is a short between the light and the switch. The turn signal switch is broken and needs to be replaced. I ran into this once before. For me it was a bad ground coming off the light itself. I don't know if that helps but you can give it a try
In theory you would not see them because there is no way of the light getting to you because for that to happen you would need to travel slower than the light or the light would have to be coming from the opposed direction
some motion lights have a setting on the actual light where it will stay on when the light switch is in the on position. There are also some that if you turn the light off and immediately back on, it will stay on (the ones that I have have both of these functions).
