On all cars there is some form of a vent. When the outside temperature changes, pressure builds up in the fuel tank. Hotter weather = more pressure. Gasoline along with many other fuels become much more explosive under pressure. Hence there is a need to release that pressure to keep you and others safe.

On newer cars it is a sophisticated system controlled by a computer. There is also a fail-safe built into your gas cap that will vent fumes if the computer doesn't do its job. That's why most, if not all state emissions inspections test the gas cap to make sure it works.

Older cars tend to just have a valve that opens via the pressure. Crude and easy but it works well.
