When you shut off an engine, the water pump stops flowing h20 plus antifreeze through the engine block and radiator. All of that extreme heat settles into the aggregate fluid. This can cause the engine to over heat the fluid and boil over. That is the reason you do not go out and take off the radiator cap. You could be severely burned or scalded by the hot fluid. That fluid has to be pumped constantly to keep the engine cool. The electric fans should cut on and help cool to some degree. Too, while you are driving on the road, the air at 30 to 60 miles per hour will help cool as well. When the air and the water stop flowing. Heat will build up.
If it is stuck closed, the engine will overheat. If it is stuck open, the engine will take a long time to reach operating temp.
A bad thermostat can cause an overheat. A bad temp sensor can show an overheat when the temperature is normal.
If stuck closed--vehicle will overheat very rapidly and coolant will blow out of top of radiator If stuck open--vehicle will not get to normal operating temp.

I take it you are referring to a civilian HMMWV? I know the operating temp for the military counterpart is 180deg F.
Newer vehicles run hotter than the vehicle back in the early 80s on down. Back then the fan is always running since it was bolted onto the water pump. Newer vehicles have electric fans that come on when the engine temp goes up to around 210 degrees. the reason for this is that the car manf. figured out that the hotter a vehicle runs the less pollution it emits. Yes water boils at 210 however with a 50/50 mixer of water and antifreeze it raises the boiling temp to around 280 so the vehicle will not overheat unless your fan stops working. So your cavalier temp should be between 180 and 210 degrees
I have 2 99's both with the Northstar. On runs at 190, the other at 196. I assume that's about a normal range.
If stuck closed car will overheat in a short period of time and cooloant will boil from radiator If stuck open car will not reach normal operating temp. If you suspect it is bad, just replace it.
