You could be hitting the flash feature on the turn signal arm when you use it.
One of you signal lamps is probably burned out. Turn on the signal and walk around the car, bet-ya you find one turn signals isn't lighting up. Some times it is a bad connection at the bulb. The bulb sockets are cheaply made.
Turn signal indicators are lights. The flash to tell you, or indicate, that a turn signal is on, and which way the lights are flashing.
To install front and rear turn signal housings on a 1973 Super Beetle, start by removing the existing housings. For the front, unscrew the retaining screws and disconnect the wiring harness. For the rear, similarly remove the screws and disconnect the wiring. Once the old housings are removed, connect the new turn signal housings to the wiring harness, secure them in place with screws, and test the signals before finalizing the installation.

You need to replace the turn signal bulb. When bulb is burnt out the turn signal will flash faster.

Your "turn solenoid" is defective.
Your turn signal probably is not flashing because the turn signal lightbulb is burnt out. You could also have a loose wire on the turn signal.
The turn signal flasher is what makes the noise and lets the turn signal flash.
Probably need a new turn signal bulb.
