Low beam of lamp burnt out, poor ground connection, corroded headlight lamp contacts.
Carry it to dealer who will replace on low beam headlight for $15 +/- dollars in about 5 minutes.
Because it is burnt out. Change the bulb.

To adjust the headlight beam on a 2005 Nissan Altima, park the vehicle on a level surface about 25 feet from a wall. Turn on the headlights and mark the center of the beam on the wall with tape. Use a screwdriver to adjust the vertical and horizontal screws located on the headlight assembly until the top of the beam is aligned with the tape mark and the beam is centered horizontally. Make sure to check the alignment for both headlights.

There isn't a high beam relay but there are headlight relays located in the engine compartment. There are two, one of the driver side and one for the passenger side.
