There should be a hose connecting the vents on the front and rear float bowls. You are missing the hose. If for some reason the fuel level is too high the gas will travel to the rear of the carb and be burnt in the engine. You need to have the float level adjusted to a lower level, maybe a full rebuild. Do not use the carburetor without the balance hose, due to fire hazard.
If it's coming out the overflow pipe, then it's likely to be a sticking float.
