It is indicating that there is a problem with the Engine Control Unit (ECU).
This is normally due to a failure of one of the many sensors feeding it, temperature, air pressure, throttle position, Lambda sensor etc.
Check for loose wires in the engine bay first.
It needs to be diagnosed on an agent's computer diagnostic system, which will then tell them what the probable cause is.
The fog light switch on my peugeot 106 is next too the hazard warning switch and the rear window heater switch below the stereo.

The ignition module for a peugeot 106 is in the engine compartment. Facing the car with the hood open, the ECU is behind the headlamp nearest your left hand.

On the peugeot 106 there is an oil cap on the top of the engine, note don't forget to check the level after you have put some in otherwise you could over fill it. HKP
It is designed to last the life of the engine and is normally replace when the engine is overhauled.
