Most likely your high beam filament (on dual-beam lamps) or your high beam bulb (on single-beam lamps where there are two lamps for low beam and high beam) is most likely burnt out. See sources and related links below for more information on headlight lamps.
The blue light is the high-beam indicator. The only reason I can think of that it would be flashing is the headlight relay isn't latching into the high-beam position.
Camry 1999 has only on bulb for both low and high beams.
Replace the left size high beam light.
You need to change the light bulb, the high and low beam on some vehicles are contained in a single bulb. or you could have a bad connection on just that one light

The high beam indicator light will be located on the right side of the instrument panel. It is in the same housing as the check engine, choke, brake, and seat belt indicator lights. The high beam indicator is the only blue one, making it easier to find.

A possible reason that only one high-beam will work is that the malfunctioning bulb is burnt out.
The high beam is fixed and not independantly adjustable. The low beam and fog lamps are the only adjustable lamps.
This is probably not a ground issue because if the ground were open then neither high or low beam would work on that particular light and if it were shorted then you would blow the fuse when you attempted to use the high beam. OK, first off for the obvious, have you tried replacing the light bulb? If replacing the light bulb doesn't fix it then chances are this is an open circuit in the + side to the high beam that doesn't work. You will need to use a voltage meter or testing light and find the location where the open is in the wire and repair it. These usually occur at connectors or splices but not always.
Probably the high beam switch in the steering column is bad.
