Probably due to a poor connection anywhere between the fuse panel and the ground connection at the light socket. The cause can be a loose connection, or corrosion build-up between the surfaces within the connection. Check the ground connections to the light. Sometimes a ground wire doesn't work because of rust where the wire connects to the chassis.
The tripmeter knob located near the odometer on the instrument panal can be rotated left or right to accomplish this.
When you say dimmer switch I assume you are refering to the internal dash-board lights dimmer switch. The dimmer switch for the dash-board lights is located on the speedometer panel.There are two black knobs that stick out between the warning lights on the dash. The right one is used to set the clock while the left one when rotated adjusts the dash-board lights and when depressed resets the odometer. This should be what you are looking for.

Have you checked the dimmer? I have a 2000 and there is a wheel to dim the dash lights to the left of the steering wheel, just above the cup holder.

The trip odometer switch on the odometer itself is the dimmer on Toyota Sienna. If you turn this switch all the way to the left your panel would become dark. Simply turn the switch to the right and all panel lights would come on. I had a similar problem and the manual bailed me out.
On your light switch there is a dimmer for the dash lights . if you turn it all the way to the left your interior lights should come on , turn it to the left and see if that works otherwise it might be a door switch .
Check the dimmer setting for the dash lights. There should be a dial to adjust the brightness on the dash to the left of the steering wheel.

Well, if it's anything like my '96, there are two ways. My car has two little map light switches on the roof beside the interior light(s) they light up the left or right side map lights as needed. The other way is by using the dash light dimmer switch. Mine is a rotary switch located on the dash, left of the steering column. you just rotated it with your thumb (or whatever) to make the dash lights brighter or dimmer. When I rotate it all the way towards bright, and then a bit beyond, the overhead interior lights come on. FriPilot
Most dimmer switches will work with turning it to the left will make it darker and to the right will make it brighter. If you want it on or off you just push in the switch.
