Sometimes the filter has trapped air because there is some air bubbles inside near the top - you may be able to clear this by gently jiggling your Eheim.
Also check to make sure that no bubble wands, stones, or discs are near the intake as this will force air into the system as well.
If you have a manual prime lever on your Eheim, give it a few pushes to see if this helps clear the trapped air
