The problem would be that the car is messed up
A short in the turn signal wiring can cause the voltage gauge to fluctuate. A loose ground wire can also cause the gauge to fluctuate.
The speedometer is electric, there is no cable. There is a speed sensor on the transmission that sends a signal to the PCM, which in turn sends a signal to the instrument cluster to display speed.
I own a 2000 BMW 323i and the clock is also located in between the speedometer and the rpm gauge. You need to hit the button in the end of the turn signal handle several times to get it to the time, then you need to turn the knob in the middle of the gauges to change the time.
if the front signal is working and the back doesn't, the light is probably blown.

Either hand signal or check and replace your fuses and turn signal bulbs.
The 1973 Ford F2 50 pickup truck turn signal flasher unit is located behind the drivers side dashboard. The turn signal flasher unit will be near the back of the speedometer.
