If you have put new wiper blades on and you still have the noise it can be only one of three things, I've found that wiper blade rubber can 'dry out' if it's old stock or you live in an area such as the desert where there is no humidty, they will become hard right in the package.

Two, if your wipers have at one point froze to the windshield and you tried to turn them on what happens is the actual wiper arms will bend and will forevever screech. Simple fix, just find the biggest crescent wrench you got and slip it at a 90 degree angle right over the arm and straigten them out so the blade is at right angles to the windshield.

Third, check for contaminates such as tree sap as this will do it as well. Clean the wiper blades with isopropyl alcohol or methyl hydrate and wash just the windshield with hot soapy dish detergent, but don't wash the car with this as it will strip the wax off your car. Hope this helps...
