I can't be too sure of the problem from your description. My guess would be that the ground wire for the rear lights has come off. Either that or the bulbs are in backwards. They are suppose to go in only one way but after time you can put them in backwards. Most likely dual filament bulbs. If the bulb had two nubs on the bottom, it's a dual filament and just needs replacement.

To bleed the brakes on a 1993 Oldsmobile Cutlass Ciera, start by ensuring the vehicle is on a level surface and the parking brake is engaged. Begin at the wheel furthest from the master cylinder, typically the rear passenger side, and use a wrench to open the bleeder valve while an assistant presses the brake pedal. Close the valve before they release the pedal, and repeat until no air bubbles appear in the fluid. Move to the next furthest wheel and repeat the process, finishing with the driver’s side front wheel. Always check and refill the brake fluid reservoir as needed during the process.
In the back should be tail lights which always come on when the headlights or parking lights are on, and stoplights which come on whenever the brakes are pressed. The stoplights should be brighter than the tail lights, but they should be separate.
Assuming it is rear DRUM brakes, adjust the shoe until there is friction when spinning the wheel or drum, back off a shade. Most have self ajusters on them. Ajust them out until the drum will hardly fit back on. After you put the wheels back on and your done with putting the brake shoes on. Find a place where you can run your car in reverse safely. Go bakwards about 25 miles an hour and hit the brakes hard. Do this several times and they should ajust themselves out to where they should be. This is assuming like above we are talking about the back brakes and they are drum style brakes.

You probably have a bad wheel speed sensor sending bad signals to the ABS module. Remove the ABS fuse from the fuse/relay box until you can have it fixed.

The brake lights should not come one until you step on the brakes. The tail lights should come on when the headlights are on. If they're weak, maybe there's dirt in/on the lenses or maybe the bulb is old and clouded. Change the bulbs and see if that improves things.
