IF THEY ARE ALL OUT, CHECK THE FUSE IN THE FUSE BOX, OR THE SWITCH THAT SHOULD BE JUST BEHIND THE BRAKE PETAL UNDER THE DASH, COULD BE BAD OR MAY SIMPLY NEED ADJUSTED, MOST LIKLEY THE FUSE. ALSO CHECK THE GROUNDING TO THE WIRE HARNESS IN THE TRUNK OR WHERE EVER YOU CAN GET TO THE WIRES. A BAD GROUND WILL NOT COMPLETE THE CIRCUT.
try the fuese check the light bulbe it salfe check the brake switch under the brake peadle and check the grounds

do your brake lights work wen pressing brake . if not its the brake pedal sensor

Break lights come on when you step on the break, they do not come on when the head lights are turned on.

Sounds like a bad Brake Light Switch. It's located on the steering column.
check that you have double filament bulbs in tail lights
there is a short in the relay for the head lights
The brake light switch might not be connected properly. Remove the brake light switch for 10 seconds and replace it to its original position.
Believe it or not, I have had to disconnect the cig lighter in order for the tail lights to work. Sounds far fetched but it does work!
