It can be primary power fuse is blown, which should be a 100amp fuse under the hood or under the dash. could also be corroded battery contacts or loose power contact somewhere. Here's what I found out I had the same problem, and it was a loose connection behind the drivers side fuse box.(That in the cab, down by your feet)the wires that connect to the Ignition fuse I promise!

remove the neg battery cable then the wires on the starter. Then take out the mounting bolts and work the starter out.

before you begin to change the starter make sure you check the battery & alternator are in good condition .the starter located under the left side of the battery . first you need to remove the battery and then remove 2 long screw and unhook the electric cable connector .voila -you got it . pretty easy to do .good luck .
