It's most definitely a fuse in the fuse box on the drivers side next to the pedals. Pretty sure it's like a 15 or something fuse.
The battery is dead, or the battery terminals are loose.
try jump starting it
Seized engine? Dead battery? Loose or corroded battery cables? Bad starter? Bad starter solenoid? Bad neutral safety switch? Bad Ignition switch?
Check the battery. Turn headlights on - they will come on with or without the key if it has power from the battery. If lights do not come on, the battery is dead (try jump-starting) or there is a bad connection (loose cable), or a short in the electrical system. If headlights come on, but dashboard lights do not light up - check the ignition (cylinder / switch)
(1) The battery may need to be charged (2) There may be a loose or corroded terminal on the battery cable (3) There may be a short or burnt wire in the ignition system (4) The ignition switch wire may be loose within the steering column
mine was doing the same thing turned out to be a loose ground at the connection strip
I would first consider that the car stalled BEFORE the lights came on. You might have a bad ignition switch or loose connection at the battery.

Check the connection at the battery terminals. If either one works slightly loose you will think your car is ready for the scrapyard. Sometimes all the dash warning lights will flash on and off and your car will stall if a connection is loose.
Low battery power, or probably a loose battery terminal or ground wire. Follow and check em all...!!
Check for a loose fuse, check your wiring, check the connections, sounds like something is loose. Also make note as to when it turn off, are pressing the brake? using the turn signal? I had a firebird that every time I press the brake the signal lights would turn on and the radio would turned off, that turned out to be I used the wrong bulb in my brake lights
I dont have an answer but I am having the same problem. My car wouldn't start but when I turned the key, the lights (hazard and dash lights) started blinking. I think it's a warning that the battery is not completely connected. We tightened the clamps (which were very loose) and it stopped.
