Although the lights should be dipped when approaching another vehicle so they aren't bright, the best place to look would be at the edge of the road on your side; you will still be able to see most of what is on the road ahead of you, but without looking directly at the bright lights.

I replaced one on my 2000 Mazda b2500. it's located on top of the differential. You un hook the one wire harness, remove one bolt and pry it out with a screw driver. It's not in there too tight, comes out pretty easy. It fixed my speedometer, ABS light and check engine light. I had to use a mirror fixed above the differential and a flash light to see what I was working on. Or you can just feel for it. You can get the part from autowarehouse.com for about $18, great place for parts. Now mine is a 2000 yr. I don't know if the 1999 would be the same or not. Good luck. By the way, dose anyone know the difficulty factor on changing the spark plugs on this 2000 Mazda b2500 4 cylinder engine? It doesn't look like fun to me.
