yes, the purpose of the relay is to signal the pump to turn on and off, if its not working at all the fuel pump will not turn on.
Take out the fuel pump relay
If the relay is not supplying power to the fuel pump, then no fuel to the motor. No fuel - no power.

If you replaced the fuel pump is more like your fuel pump RELAY is bad. QUESTION. did you replaced the 2 filters on you gas line?? maybe you have a plugged filter. hope this help you some.
