Not familiar with chains as to whether they have any adjustment or not. There is only 1/4" difference in height between the two sizes you have listed. If you can tighten the chain up a bit, they should work.

No, it will not.
Yes you can. The only thing you are changing is the width of the tire. As long as your rims are wide enough to keep the tire from bulging out, you are fine.
No the rim and tire are too big.
I doubt it as there is 2" difference in diameter.
Doubtful, since the radial is bigger on the r17...
Nope. the "15" is the size of your rim. 15". So a tire with a 15" opening wont fit a 16" rim. but you can put larger tires on the 15" rim.
The cost of tractor tire chains is dependant on the the size the the tire. And, it also depends on the quality of chains. For example, 3/8 chain can be between $250 and $400.
tire size is 10x3.5 tire size is 10x3.5
The recommended tire size for a vehicle that requires 700 tire size is 700.
The recommended tire size for a bicycle with a 25-622 tire size is typically 700x25c.
The size difference may cause the tire to rub if your wheel wells are real close but other than that the size difference you are talking about is not a real concern. The real concern is that some tires are designed for a specific type of wheel so if you make the change be sure the bead area on the tire you are replacing is the same as the one you are mounting. This is a bad idea. You will be drastically changing the handling dynamics of this car and your speedometer will be too slow by 3.9%. You will be increasing the overall diameter from 28" to 29.1". This is over 1" total. Stick with the OEM size tire. You can go with a 245/65-15 with almost no change in anything. So stick with OEM or move to a slightly wider but almost the same diameter.
