The fuse panel (if that's the panel mounted to the shock tower housing) is mounted by 2-bolts. There was a similar panel on my 96' Lumina Sedan......can't recall if it was fuses. I removed that, the forward tie-bar (shock tower to radiator area) and washer fluid box to get at my battery for a recent battery replacing.
On top of ther battery
The battery on a 1995 Chevy Lumina 3100 is located on the right side of the car underneath the engine coolant reservoir. To change the battery, you have to take off safety bar, remove engine coolant reservoir, then undo the battery restraints. Washer fluid reservoir is on right, over battery. Coolant reservoir is on left. There is a hold down piece at bottom of battery, will need an extension to reach it.
first you have to remove the reservoir for the windshield washer fluid then you should be able to get at it. its right underneath that reservoir. atleast that is where it is on mine

in the bottom of the washer fluid reservoir over the battery on the drivers side near the headlight assembly
I have a 1999 Lumina LTZ and the the power steering reservoir was impossible to find. Much like the other components in this monster 3800 engine like the battery hidden under the washer fluid....the power steering reservoir is located underneath the alternator. Be careful that when you remove the cap you don't get debris from the top into the reservoir.
The battery is located under the hood on a 2000 Chevrolet Lumina. The battery will be on the drivers side.
The battery is located under the windshield wiper reservoir. You may need to remove the sir filter housing to get to it also. Its driver side front and its side post. Negative terminal is closer to the front of the vehicle.
under the winsheild washer reservoir. the positive terminal is located under the windshield washer reservior and the negative terminal is located on a bolt on the engine (metal)
have the alternator and the battery checked
There is no battery reset.
If I remember correctly, it is under the washer fluid reservoir. There should be a cross bar that has to be removed then lift the reservoir out of the way. There is also a hold down bolt on the bottom left (battery is sideways mounted). That is probably that hardest part becuase there isn't much room to access it - you may need an extension to access it.
