No 3-4 gear is typical of the forward drum burning out the over/underdrive clutches contained within it. If it was just one gear I might suggest the solenoid pack, but those two gears together indicate more extensive problems. Had the same problem with my Stratus, ended up replacing the transmission.
The upshot is you're looking at a fairly expensive repair, whether you decide to have yours rebuilt or go for a used one. If you can do the work yourself, you may get away for under $500, but if you have to take it anywhere, you can triple that figure at a minimum. Sorry I don't have better news for you.
You need to have the system checked for trouble codes. When the trans computer detects a problem it sets a code and locks the trans into 2nd only.
I think it;s called the shift solenoid in the transmission!
The Stratus does not have the 3.3L. Any shifting complaint diagnostics should start with fluid level and computer trouble codes.

In a Dodge van, you can tell you're out of overdrive when the overdrive indicator light on the dashboard is off, or if you notice an increase in engine RPMs when driving at higher speeds. Additionally, if the van shifts to a lower gear during acceleration or when going uphill, it may indicate that overdrive is disengaged. Listening for changes in engine sound or feeling a difference in power and performance can also indicate the transition out of overdrive.
There is no such part on a Dodge Stratus.
