This is one of those problems where you need to use the diagnostic approach, what I mean by this is. 1. Ck pwr steering belt for wear, and adjust the tension so that the belt has say 1-2" of play. 2. Listen to the pwr steering pump, is it squealing when you turn the wheel? 3. Most times this problem will occur when the belt is either worn, loose, greasy, ect. 4. The pump itself may be shot, remove it and take it to a parts store like advance, auto zone, whatever, ask if they can't take a look at it for you, as nowadays these stores pretty much try to help you with everything they can to keep you coming back, allot of competition out there, have him or her explain why the pump or the steering box might be the problem. 5. Replace it with a rebuilt one if needed. jr

To check the power steering fluid on your 1991 Caprice remove the cap on the power steering pump fluid reservoir and check the level on the fluid level indicator. If the fluid is warm(about 170 degrees)the fluid level should be at the "Full Hot" mark. If the fluid is cool(about 70 degrees) the fluid level should be at the "Full Cold" mark.Always use the correct power steering fluid to avoid damage to the hoses and seals which will result in fluid leaks.
