engine cooling fan should not do this - bad temp sensor likely
the normal running engine temperature on the passat is 195 degrees , most of the time the primary cooling fan gives out and they run somewhat warmer than that.a belt connects the primary and secondary cooling fans ! you may check the belt if your passat is running warm.

one fan is your normal cooling fan the other is for when your a/c is on to check if it is working simply turn your a/c on and both fans should run at same time

Sounds like the thermal switch needs replacing.
2001 VW jetta the radiator cooling fans run all the time they run soon you turn the ignition switch on with cold engine. if the engine is hot and you turn the ignition switch off the stay on till battery goes dead.
I can't speak for that SPECIFIC car and model but on most cars with two fans, one is driven by the engine belt and runs whenever the engine is running. The other runs electrically and can turn on (usually) if the key is in the ignition. There is a relay and a controller that tells that fun if the engine needs cooling. On some cars this fan will run even if the key is not in the ignition; i.e. parked and the driver away from the vehicle. It should stop when the sensor running it decides the engine is cool enough. Both fans are electrically driven and have two speeds. The fans operate at a lower speed until a certain temperature is reached, at which time they both switch to high speed. The two fans are always on the same setting: Off, Low or High.
On a 10 year old car it is time for a complete cooling system service. Drain and flush, replace the thermostat, inspect and replace as necessary all hoses. Also replace the thermal switch for the cooling fans.
I've seen this happen in Honda's. Does it remain running for long periods of time or never shut off? If it is only running for a short time, it's cooling off your engine still because it's still really hot. There's nothing wrong with this.

Cars now have 2 cooling fans 1 for the engine and the second comes on when you run the a/c.You need to check if both fans are running when the engine is started and a/c on. If 1 is not check all the fuses.99% of the time the fuse blows.The fuse will be a larger amp and probably under the hood. Hope this helps. Good luck
