You will need a steering wheel puller and a lock plate remover tool if you still want to do the job let me know i will walk you through it. It is a fairly easy job ocne you have the steering wheel and locking plate out of the way, which are easy to remove with all tooling.

Inside the steering column. You must remove a cover from the under side of the column and the relay is inside.
The blinker switch is located to the left of the steering column. It is bolted up behind the dash board. It is not with the fuse box.

try looking behind the dash on the drivers side mounted on the steering column
Blinker relay is under steering column. In fuse box, there is a relay in right corner. If your blinkers don´t flash, that is usually broken.
On the dash where the steering column attaches, right there with the blinker arrows.
change the cancel spring in the steering column or take it to the garage of your choice.
Its a tough job that requires special tools. Remove the air bag. Remove the steering with a steering wheel puller. Remove the air bag position sensor. The steering wheel lock plate needs to be removed with a steering wheel lock plate puller. Then the turn signal switch can be removed by snaking the wire harness through the steering column. Not as easy as it sounds.
Look in or around the fuse block near the lower end of the steering column at firewall

The flasher for turn signals in located on the fuse block. The fuse block is on the bottom of the dash to the right of the steering column.
