There is no 'clutch switch' on a Beetle.
If it is an automatic it will not have a clutch safety switch it will have a neutral safety switch
The clutch switch is right under the dash board under the clutch it is a long tubular looking switch that pushes in and out
Its at the top of the clutch pedal there is a cruise control switch disengage switch at the bottom and the one above that is the clutch inhibitor switch.

Is it an automatic or manual transmission? If its a manual trans its under the clutch pedal.
